Northrop Grumman Technology Services sector is seeking a Program Manager IIto lead our Battlefield Airborne Control Node (BACN) Elective Improvements Program Team at the Airborne Systems Integration Center in Middle River, Maryland.

The Elective Improvements Program Manager (EIPM) leads a cross functional team involved in several large combat systems and avionics systems upgrades to the USAF E-11A BACN fleet.. The EIPM manages customer expectations and runs proposal activity that supports the successful award of Engineering Change Proposals (ECPs) under the BACN CLS Program. The EIPM operationally reports to the BACN CLS Program Manager but is expected to execute pursuits and programs with a high degree of autonomy. Upon award, the EIPM will organize the project team, manage requirements, manage key subcontractors, develop schedules, supervise technical design and ensure the safe integration and testing of project systems. Based on the critical nature of the assets, timely execution that minimizes operational impact is of primary interest to the customer.


  • Operationally manages all BACN Elective Improvement Programs
  • Functions as primary customer contact for all ongoing and new elective improvements for the E-11A POR
  • Develops proposals that generate ECPs that award additional elective improvement work
  • Organizes and helps staff all elective improvement efforts
  • Ensures that requirements, test and airworthiness certification needs are met
  • Actively manages the execution of several critical subcontractors
  • Coordinates asset availability and flight test activity
  • Accurately communicates project and aircraft status to the customer
  • Coordinates program issues with the great BACN CLS Program team
  • Responsible for the financial execution of all Elective Improvement Programs


Basic Qualifications:

A Bachelor s Degree or equivalent
A minimum of 10 years of industry or military experience, with at least 2 years of management experience

The ability to travel to customer sites
An interim US Department of Defense (DoD) Secret Clearance

Preferred Qualifications:

Bachelor s Degree in STEM (Science, Technology, Engineering, or Math), Business Administration or other relevant field

A Master s Degree in Engineering, Engineering Management or Business Admin

PMP Certification

Experience with special mission aircraft systems

Proposal and negotiations experience

Aircraft Integration and flight test experience

FAA and/or military airworthiness experience

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
